How to Register to Vote in Albanian Elections From Abroad

For most of Albania’s history, voting meant being in Albania on election day. If you lived in New York or Milan or London, your vote stayed home whether you did or not. That changed in 2025. For the first time, Albanian citizens abroad could register and vote from where they live — and about 245,000 of them did.

This is the payoff of getting documented. Once you are a citizen with a valid Albanian passport or ID card, registering to vote from abroad is not a bureaucratic marathon. It is a phone-and-mail process. Here is how it works — and, at the end, the honest limit on what that vote does today.

Before you start: you need documents, not just citizenship

Being an Albanian citizen and being able to vote are two different things. Most of the diaspora is already a citizen — if you were born in Albania, or descend from an Albanian citizen within three generations, you qualify. But to register to vote you need a valid biometric Albanian passport or electronic ID card (letërnjoftim). Citizenship is your status; the document is your key.

How to register to vote from abroad

The Central Election Commission — the KQZ, Komisioni Qendror i Zgjedhjeve — runs the whole out-of-country process. Registration is online only.

1. Go to the KQZ electronic platform. Registration runs through the Central Election Commission’s electronic platform at kqz.gov.al and through the official KQZ smartphone app. There is no in-person registration, and no one comes to your door. KQZ has publicly warned that anyone offering to register you in person is not acting for the commission.

2. Have your documents and phone ready. You register from a smartphone with a camera. The platform asks you to scan your Albanian passport or ID card and to take a facial photo, which the system checks against the photo already held on your biometric document. This is how KQZ confirms you are who you say you are without an in-person visit.

3. Confirm your address abroad. Because the ballot is mailed to you, you enter and confirm the address where you live. Get this right — a wrong address is a ballot that never arrives.

4. Submit and wait for approval. Registering from abroad also moves you off the domestic voter list, since you’ll be voting from where you live rather than in Albania. KQZ reviews each application; in 2025 about 245,000 of the roughly 294,000 who applied were approved.

5. Receive your ballot by mail. Once registered, a paper ballot is sent to your address abroad by courier. In 2025 that courier was DHL.

6. Fill it in and mail it back. You complete the paper ballot and return it to the Central Election Commission in Albania. In 2025 the state covered the cost of sending the ballot back, so returning it did not come out of your pocket.

That’s the whole thing. No consulate line, no flight home.

Deadlines are set per election — check KQZ for the current cycle

One important caution: the exact registration window, the courier, and the fine print are set fresh for each election, not fixed in law forever. In 2025, registration opened in January and closed in early March for a vote held on May 11 — months ahead of election day, and closed weeks before it. So the single most useful habit is this: when an Albanian election is called, go straight to kqz.gov.al and read the current cycle’s rules and dates. Don’t assume last cycle’s deadline still holds, and don’t wait until the week of the vote.

The honest catch: where your vote lands

Here is the part we won’t dress up. Registering and voting from abroad is real, and it counts. But under the current system, your ballot is counted inside the qark — the home district — you left, not as a separate diaspora vote. It is folded back in among the residents there and diluted.

That is not a small footnote. It is the reason about 245,000 diaspora votes in 2025 changed the makeup of parliament by almost nothing. The votes were cast sincerely and then scattered across twelve home districts, where no single slice was thick enough to elect anyone. The fix is a dedicated diaspora electoral district — one constituency, with its own seats, that all diaspora ballots feed into. Italy, France, Croatia, and Portugal already do it. Albania doesn’t yet.

So register. Vote. It matters that the diaspora shows up in force, precisely because that turnout is the evidence for a diaspora district. But go in knowing what the vote does today and what it should do tomorrow.
